Last fall, ISO, Inc., an insurance underwriting organization, returned to Smithville to re-evaluate the Building Inspections Effectiveness. Their last visit, in May 2011 resulted in an increase in our rating from an 'unrated' 10, to a 7. This rating has the effect of reducing the insurance costs for those customers using companies that use the ISO ratings in their underwriting. As a result of the recent inspection, the Development Department is proud to announce a significant upgrade in the Building Code Effectiveness Grading Schedule from the previous rating of 7, to our new rating of 5. This should translate into better underwriting results for all new homes that received a Certificate of Occupancy in 2017 and beyond. Homes built prior to that date will either have the 7 rating from 2011 on, or no rating prior to that date.
This department is responsible for all aspects of permits and inspections related to the various building codes in effect. Since January 16, 2013, the City of Smithville will utilize the 2012 International Building Codes. All permits issued after that date must meet the requirements in the following codes:

The City of Smithville has prepared these Building Guidelines to assist property owners and contractors with the orderly construction of new residential projects, additions to existing structures and basement finishing projects within the provisions of the adopted building and zoning codes. Please read them carefully and understand that they do not include all code requirements, but are summarized for an efficient guideline. Inspections are performed during regular business hours. From April 15 to October 15, from 8:00 a.m. to 3:30 p.m. and from October 16 to April 14th, from 8:30 a.m. to 4:00 p.m. A minimum of twenty four (24) hours notice is required for any inspection, except Sewer inspection, which require a minimum of four hours notice. New construction, additions to existing homes, and basement finishing projects on residential property, as well as new construction additions to and tenant finishes for Commercial property require a completed new construction permit application. Permits are also required for most other types of construction, including fences, decks, pools, outbuildings, as well as for many electrical, mechanical or plumbing work, including new lawn irrigation systems. Prior to commencing any such work, you should verify whether a permit is required first. If work begins prior to the issuance of a permit, the regular permit fee will be double. For all incidental construction, you must submit an incidental construction permit application.
