Stormwater Construction Site Inspections
As per the City's and DNR regulations, it is mandatory for construction sites engaging in land disturbance activities to implement Best Management Practices (BMPs) for controlling runoff. These measures are applicable to sites that are either equal to or greater than one (1) acre in size or sites smaller than one acre, provided they are part of a larger common plan, development, or sale that would disturb an area of one acre or more.
To ensure compliance, the construction site operator is required to conduct inspections according to the following schedule (at a minimum):
- Inspections must occur every fourteen (14) days during active construction and within 72 hours following any storm event.
- Additionally, inspections are required within 48 hours after the cessation of any storm event equivalent to or exceeding a 2-year, 24-hour storm.
The City will oversee and verify these inspections during routine inspections. Oversight inspections will be documented by retaining copies of inspection checklists and relevant email correspondence. Furthermore, our City inspectors will conduct unscheduled inspections. It is mandatory for your designated inspector on-site to provide documentation of these inspections within 24 hours.
For a comprehensive understanding of all requirements outlined by the Department of Natural Resources (DNR), we strongly encourage developers to review their DNR's Land Disturbance Permit.
To facilitate compliance, the City has developed a template for conducting inspections. While the use of this specific format is not mandatory, it is essential to have a structured system in place.
