The Big Takeaways - October 24, 2025

The Board of Aldermen met in Work Session on Tuesday evening.  

Development Director Jack Hendrix presented on the City’s current Sign Ordinance for Board review. Additional discussion may come forward in the coming months.   

Julie Kruse, Planner, Snyder & Associates presented the South Overlay District to the Board for Discussion. This project is identified in the City’s Comprehensive Plan. The 2030 Comprehensive Plan identified the 169 South Employment Center Overlay as an area where future development should be deliberate in use and design. The ordinance will be brought to the Board of Aldermen for consideration at the November 4 regular meeting.

The Board of Aldermen met in Regular Session on Tuesday evening. 

  • Approved the October 7, 2025, Board of Aldermen Special Session Minutes  

  • Approved the October 7, 2025, Board of Aldermen Regular Session Minutes 

  • Approved the Financial Report for September 2025 

  • Approved a Resolution authorizing and directing the Mayor to enter into an agreement with Mid-America Regional Council to participate in the Regional Household Hazardous Waste program for 2026. 

  • Approved a Resolution acknowledging the annual renewal of the agreement between the City and the Smithville Chamber of Commerce. 

  • Approved a Resolution approving a water and wastewater leak adjustment request for Keely Nolte. 

  • Approved on second reading an Ordinance adopting the FY2026 Annual Operating Budget for the City of Smithville, Missouri, and authorizing the expenditures for finds for municipal services. 

  • Approved on second reading an Ordinance creating the Public Safety Sales Tax Fund. 

  • Approved on second reading an Ordinance creating of The Shops at Smithville CID Financial Fund to account for the establishment of a separate fund to allow for accounting of revenues and expenditures separate from any other monies. 

  • POSTPONDED - On first reading an Ordinance annexing certain adjacent territory into the City of Smithville, Missouri – 1505 E Main Street. 

  • Approved on first reading An Ordinance annexing certain adjacent territory into the City of Smithville, Missouri – Phase I Whispering Creek Farms. 

  • Did not approve on first reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri – Riverplace.  

  • Approved a Resolution adopting amendments to the City’s Schedule of Fees. 

  • Approved a Resolution adopting amendments to the Employee Compensation Plan. 

  • Approved a Resolution awarding Bid No. 25-14 to Raftelis Financial Consultants to complete a Utility Rate Study in an amount not to exceed $27,740. 

  • Approved a Resolution awarding Bid No. 25-15 to Redgate for City Facilities solid waste collection services in the amount of $635 per month. 

  • Approved a Resolution authorizing the Mayor to execute a Takeover Agreement with West Bend Insurance Company and authorizing a force account of $100,000. 

  • Approved a Resolution authorizing the final plat for replatting Lots 6A and 7 of Smithville MarketPlace 

  • The Mayor made the following appointments for the Public Safety Sales Tax Review Committee

Senior Center Updates

  • A new meals on wheels volunteer driver is needed for the Fridays in November and February. Please contact Amy if interested.
  • Air Fryer Cooking class started Thursday at 12:30PM. The class will run on Thursdays through November 20. Registration is helpful but not required. Call the Senior Center to reserve your spot: 816-343-2073.
  • Halloween costume contest on Oct 31 – come show off your best costume for the chance to win a prize


Project Updates

  • Church and Mill Watermain Replacement: The City’s contractor began work on September 15. The contractor will continue working along Mill Street toward the intersection of Church and Mill. This intersection will remain closed to through traffic during the project; however, access will be maintained for residents and businesses. The project also includes replacement of the sewer service line at City Hall. This portion of the work is scheduled to begin in November and may require intermittent lane closures on Main Street in front of City Hall. The entire project is anticipated to be completed in November, weather permitting.  The entire project is anticipated to be completed in November, weather permitting. 
  • Commercial Ave Sidewalk: The contractor originally awarded the Commercial Avenue Pedestrian Project has informed the City they are ceasing operations and will not be able to complete the work. The surety company has proposed a replacement contractor, Selby Excavating LLC. The City hosted a pre-construction meeting on Tuesday, 10/21. That same evening, the Board of Aldermen approved the agreement with the surety company. The new contractor plans to begin construction on 10/27. We anticipate traffic impacts along Commercial Avenue beginning next week or the following week. We will share more details as soon as we receive information from the new contractor.
  • Water Treatment Plant Improvements: New carbon and Lime feeders installed. New valves and actuators installed. Filter pipe gallery painted. Ross construction inspected the under drain on filter #1. It was determined that it needs a full replacement. We are currently waiting on pricing.
  • 144th Pump Station and West Bypass project: Shoring for the pump station excavation has been completed. Epic Construction has laid approximately 1000 feet of the 10inch force main south of HWY 92 and will begin boring Hwy 169 and HWY 92 in the next couple weeks.
  • Sidewalk Replacement Program (Harborview): Street Division completed the sidewalks in Harborview. Residents should be receiving invoices in the mail.
  • Diamond Crest Park Parking Lot: delayed 
  • 169/Richardson Signal application for Cost Share was submitted on 10/3
  • Street Maintenance Program: Awarded to Asphaltic Surfaces. Location: Commercial Avenue (From 92 HWY to Meadow St). Work has been rescheduled for Spring 2026.

Maintenance Updates  

  • Parks 
    • Cleaned up SF from Haunted Campground
    • Completed rocking the new parking lot
    • Fixed courtyard restroom partition door
  • Streets
    • Cleaned storm drains, inspected storm boxes at Harbor Lakes, Clay Creek and Harborview and fixed them. Also dug around culvert at Owens and Bridge St.
    • Filled potholes on Dundee; road beside reservoir.
    • Roadside and area mowing: E Main St; Owen’s & Bridge; Liberty; Tillman; Wise.
    • Installed six 9Dot signs at 1406 Second Creek Rd
    • Completed MPR Air & Bloodborne Pathogens and Snow & Ice Management courses.
    • Sprayed concrete cure on sidewalks/curbs (Harbor View, Rollings Landing).
    • Street Sweeping
  • Utilities 
    • Staff is currently inspecting manholes and sewer mains that need to be added to the 2026 sewer rehabilitation project.
    • Staff has started the fall dead end flushing hydrant flushing. We will flush 20 hydrants a day until the list is completed.
    • Staff repaired the water service line at 500 NE 191st Street.
    • Staff completed grounds maintenance at the WWTP.
    • Completed 2 new water service taps.
    • Ordered 2 new chemical feed pumps at the WTP. Staff replaced the bulkhead and feed line on the chlorite tank.
    • Asbestos removal from filter #1 is complete. Ross Construction is currently removing concrete for the installation of the new stainless-steel header.
    • Completed weekly taste and odor sample from the lake and weekly asbestos sampling at the WTP.
    • Completed Bac’t samples from the water distribution system.
    • Completed all testing required at the WTP and WWTP
    • Completed 17 work orders and 64 locates
    • Treated 4,601,000 gallons of wastewater
    • Total Drinking Water Production 6,967,000 gal
