Utility Rates and Rate Structure - Explained

Water and Wastewater rates consist of a base minimum monthly fee and a volumetric rate. The base minimum fee is the minimum bill that customer would receive and is based upon the size of a customer's meter. The volumetric rate is the amount charged to a customer based upon usage.

How is Water and Wastewater Charged?

Water and wastewater used by utility customers is billed in hundreds of gallons and the applicable volume rate is charged for every 1,000 gallons of water or wastewater used. Residents are automatically enrolled in winter sewer averaging, unless they chose to opt out. In this case, wastewater used in the months of December, January, and February are averaged and become your bill for the remainder of the year.

Who Approves Changes to Water and Wastewater Rates?

The Board of Aldermen reviews water and wastewater rates and fees on an annual basis in designated Work Sessions during the annual Budget Process. The State of Missouri requires cities to hold public hearings to adjust sewer rates (RSMo 250.233).
