The Big Takeaways - December 16, 2025
The Board of Aldermen met in Work Session on Tuesday evening. Finance Director Rick Welch presented the FY2025 Year-End Budget Recap with the unaudited numbers. The City concluded FY2025 with strong financial results, reflected by healthy ending cash balances across all major budgeted funds. Many funds exceeded their year-end revenue forecasts, demonstrating the City’s continued economic resilience and the effectiveness of its financial management practices. This favorable performance occurred even as staff continued to navigate pressures from inflation, commodity cost increases, and project scheduling challenges. The Board of Aldermen took the following actions in Regular Session:
- Approved the December 2, 2025 Board of Aldermen Work Session Minutes
- Approved the December 2, 2025 Board of Aldermen Regular Session Minutes
- Approved the Finance Report for November 2025
- Approved a Resolution approving a water and wastewater leak adjustment for Travis Elston.
- Approved a Resolution approving changes under the Missouri Local Government Employees Retirement System.
- Approved on first and second reading Ordinance approving the FY2026 Budget amendment to add $26,944 to the Parks and Recreation and Stormwater Sales Tax Fund expenditure budget.
- Approved a Resolution awarding Bid No. 25-05 and authorizing and directing the Mayor to execute an agreement with Epic Concrete Construction, Inc. for the construction of the OK Railroad Trail Project.
- Approved a Resolution approving a preliminary plat for Lakeside Farms subdivision and authorizing the Mayor to execute a development agreement.

Project Updates
- Water Treatment Plant (WTP) Improvements – Filter #2 is currently off-line. All asbestos has been removed and waiting for the header replacement.
- Commercial Sidewalk - The new contractor, Selby Excavating LLC, began work on Nov 3 and has made progress on the south side of the project near the school. The northbound lane of Commercial Avenue (From Hospital Drive to E Meadows) will be close from 7 am to 5 pm starting Dec 2nd. The project is anticipated to be completed in January.
- 144th Pump Station (PS) – Epic is making substantial progress with the pump station wet well and force main. Force Main from HWY 169 north to Hwy 92 is nearly complete. The bore under 169 HWY for the 144th street project is underway now.
On 12/5, 144th St bore for the sewer force main is now on hold until Friday December 19th after a bore company bored through the high-pressure gas main under 169 Hwy. Northbound lanes have been shut down for 6 days. Lane closures on 169 Hwy will continue until Friday December 19th. - Church and Mill watermain replacement – Church and Mill St work is completed; Mill St is now open.
- City Hall Sewer Line Repair - Completed
- OK Trail – awarded to EPIC Concrete Construction - Project will begin Spring 2026.
- Street Maintenance Program – Awarded to Asphaltic Surfaces. With the Commercial Sidewalk project delayed, the overlay of the Commercial Avenue will be completed next Spring.
- 169/Richardson - Signal application for Cost Share was submitted on 10/3
Maintenance Updates
- Streets
- Installed a stop sign at Porter Dr. & Marina Dr. after it was blown off the pole.
- Set and removed barricades in multiple locations
- Checked trench across Park Drive; half poured with concrete.
- Cleaned leaves from storm drains in Forest Oaks subdivision using sweeper
- Leveled dirt behind curb on Mill Street to restore fence line area and swept Church & Mill St
- Swept debris and loaded sweeper debris into roll-off dumpster.
- Filled potholes near the south shop.
- Installed AB3 and formed approximately 4 ft of sidewalk at 500 NE 191st Terrace.
- Tamped sidewalk area at 191st Terrace and installed rebar.
- Work performed included concrete block installation, mortar repairs, and leaf/debris removal using the sweeper throughout Diamond Crest.
- Sweeper cleaned in front of all storm boxes throughout Diamond Crest.
- Picked up dead deer at Old Jefferson & 172nd St.
- Utilities
- Total Drinking Water Production 6,344,000 gal.
- Completed all testing required at the WTP.
- Backwashed filters 1 and 5.
- Staff worked on the carbon feeder.
- Staff measured distances in preparation to replace the bleach line from the chemical building to the transfer pump well (all underground).
- Completed 11 work orders
- 45 locates completed
- Treated 4,212,000 gallons of wastewater
- Completed all testing required at WWTP
- Staff is currently conducting another complete round of dead-end flushing.
- Staff changed out 21-meter transmitters to keep our reads at 99%.
- Staff repaired some lighting in the shop prior to the city Christmas lunch.
