The Board of Aldermen met in Regular Session on Tuesday evening.
Todd Schuler and additional staff from the Missouri State Auditor's office began the citizen-initiated petition audit of the City of Smithville on Monday, February 2. Mr. Schuler explained the process and timeline for the performance audit at the meeting. They anticipate the audit to take 9 months, with field work taking 8-10 weeks.
The Board took the following action:
- Approved the January 20, 2026, Board of Aldermen Work Session Minutes.
- Approved the January 20, 2026, Board of Aldermen Regular Session Minutes.
- Approved a Resolution authorizing and directing the Mayor to execute a contract with the Kansas City Metropolitan Crime Commission to provide services to the City through participation in the TIPS Hotline Program.
- Approved a Resolution approving a water and wastewater leak adjustment for Monica Olivo.
- Approved a Resolution approving a water and wastewater leak adjustment for Angela Farrar.
- Approved a Resolution authorizing the destruction of certain records.
- Approved a Resolution setting forth the duties and obligations of the City of Smithville, Missouri and the Smithville Senior Center Board in regard to the administration and operation of City facilities and services for seniors.
- Approved on second reading an Ordinance annexing certain adjacent territory into the City of Smithville, Missouri - 1505 East Main Street.
- Approved on second reading Ordinance annexing certain adjacent territory into the City of Smithville, Missouri - Phase III Whispering Creek Farm.
- Approved on first and second reading an Ordinance approving the Final Plat for Clay Creek Meadows Second Plat located in the City of Smithville, Missouri.
- Approved on first and second reading an Ordinance enacting a new Section 625.080 of the code of ordinances pertaining to short term rentals.
- Approved on first and second reading an Ordinance authorizing and directing the Mayor to execute an agreement with the Clay County Sheriff’s Department to provide services to the City for the purpose of providing housing of municipal prisoners.
- Approved a Resolution temporarily suspending the density and total number of short term rental permits in accordance with Section 625.080.
- Approved a Resolution approving a Special Event Permit for the Smithville Festival Committee for Smithville Lake Festival and Carnival in Courtyard Park and surrounding area on Thursday, June 18 through Saturday, June 20, 2026.
- Approved a Resolution issuing a Temporary Liquor License to the Smithville Festival Committee for operation of the Smithville Lake Festival and Carnival Beer Garden on June 19 and 20, 2026.
- Approved a Resolution authorizing and directing the Mayor to execute Supplement No. 1 with BG Engineering for engineering design for Dundee Road Improvements Project in an amount of $33,000.
- Approved the appointment of Holly Sullivan to the Public Safety Sales Tax Review Committee.

Maintenance Updates
- Parks
- Ordered and installed parts for equipment maintenance
- Serviced seven pieces of park equipment: replaced air, fuel and oil filters and changed the oil and hydraulic fluid
- Prepared signs post to be placed.
- Deep cleaned the courtyard restroom.
- Removed salt from sidewalks.
- Sharpened chainsaw blades and clean up shelving.
- Ordered and installed parts for equipment maintenance
- Streets
- City-wide checks for slick spots and winter roadway conditions.
- Snow and ice response support, including salt and brine system maintenance.
- Equipment servicing, repairs, and preventative maintenance.
- Replacement of cutting edges and repair of truck components
- Washing and cleaning of trucks, spreaders, and attachments
- Shop organization, shelving installation, and safety cabinet installation
- Staff training (NIMS 100 and 700)
- Response to reported concerns and minor infrastructure issues
- Utilities
- Total Drinking Water Production 7,155,000 gal.
- Completed all testing required at the WTP.
- Conducted weekly chemical level checks at the WTP for ordering.
- Removed all the old dial charts from the lab at the WTP. Staff completed wiring so this information is now on SCADA.
- Back washed filter #1 twice and filter #3 once.
- Staff is installing new conduit in the chemical building.
- Staff is reviewing the setup at the raw water station so chemical feed points can be changed for more consistent operations.
- Completed 19 work orders
- 59 locates completed
- Completed all testing required at WWTP
- Responded to 1 frozen meter complaint
- Treated 4,562,000 gallons of wastewater
- Completed weekly checks of all booster station and towers in the distribution system
- Staff repaired a water main break on Windward Court
- Staff repaired a water main break on Virginia Avenue
- Had to enter digestor #2 to repair the power cable to the motor and re secure the cable to keep it out of the ice
- Prepared the vacuum prime system on pump #2 at Hills of Shannon lift station
- Replaced the pump and GFI plug in on for digestor #1 decant pump
- Repaired the vacuum prime system on pump #2 at Quail Ridge lift station
- Completed the yearly DMR and submitted it to MoDNR and EPA
- Conducted an extra check on all lift stations with heaters to assure they are working properly
- Conducted monthly meter reads for utility billing
