The Big Takeaways - June 2, 2026
Finance Director Rick Welch presented the Proposed 5-Year Capital Improvement Plan for FY2027-FY2031. Staff highlighted that the City has secured $7,619,759 of reimbursement funds for various city projects. Further discussion of project priorities in the CIP will be discussed in continued budget discussions at the annual Board retreat and future work sessions.

The Board took the following action during the regular session:
- Mayor Boley proclaimed June 15 as Elderly Abuse Awareness Day
- Approved the May 19, 2026, Board of Aldermen Work Session Minutes
- Approved the May 19, 2026, Board of Aldermen Regular Session Minutes
- Approved a Resolution approving a water and wastewater leak adjustment request for Lorraine Acfalle in the amount of $331.28
- Approved a Resolution acknowledging the Emergency Expenditure for the repair of the Floating Aerator at the Wastewater Treatment Plant.
- Approved a Resolution awarding Bid No. 26-05, Control System Update - Supervisory Control and Data Acquisition (SCADA) to Baker Group in the amount of $230,179
- Approved a Resolution authorizing the mayor to sign an agreement with HDR Engineering for the development of a sludge management plan.
- Approved on second reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri and approving a preliminary plat for Collins Ridge subdivision.

Maintenance Updates
- Parks
- Installed two park benches at Emerald Ridge Park
- Performed the first brush cut of the season on 29.5 acres at Smith’s Fork Park, Helvey Park, and Wildflower Park
- Replaced drywall at Activity Center maintenance room
- Caught up on all weekly mowing
- Aerated soccer fields at Smith’s Fork Park
- Replaced 3 irrigation heads on football field
- Streets
- Retrieved street plates left by a contractor at S. Commercial Street and Shamrock Way.
- Repaired and painted trim at 307 E. Main Street.
- Picked up lockers for the Police Department from Smithville High School.
- Replaced the breakaway switch on the skid loader trailer.
- Delivered Vehicle 102 for scheduled preventive maintenance.
- Conducted culvert inspections in the Lake Meadows area.
- Installed a 25 MPH speed limit sign at 201 E. Summit Street.
- Mowed around the South Shop facility at 2 Helvey Park Drive.
- Mowed along F Highway from Dog Park to W Highway.
- Mowed along F Highway from 172nd Street to 180th Street.
- Mowed 172nd Street from F Highway to Pope Lane.
- Total Drinking Water Production 7,167,000 gal.
- Completed all testing required at the WTP.
- Conducted weekly chemical level checks at the WTP for ordering.
- Backwashed filters 1,2,3,4 and 5 at the WTP.
- Continued working on project high service pump room rehabilitation at the WTP. Currently painting blue and replacing bolts.
- Completed 35 work orders and 86 locates
- Completed all testing required at WWTP
- Treated 8,067,000 gallons of wastewater
- Completed weekly checks of all booster station and towers in the distribution system.
- Collected and delivered 4 E-coli samples for the WWTP.
- Menke Excavating replaced 150’ of 6-inch gravity sewer on East Brassfield. The old main collapsed due to very large tree roots.
- Collected the monthly sample for the WWTP and delivered to Pace Analytical.
- Menke Excavating repaired the water and sewer service at 402 South Bridge Street.
- Staff completed monthly meter reads for billing.
- Due to the large amounts of rain 2 SSO reports had to be completed. 1 at the WWTP and the other was for a backed-up sewer at 1805 196th Street.
