The Big Takeaways - September 1, 2026
The Board of Aldermen met in work session on Tuesday evening. Parks & Recreation Director Matt Denton provided a review of the 2026 Lakefest event. Representatives from Smithville Lakefest and the Smithville Main Street District also shared feedback about the event and plans for 2027. The Board supported having the carnival again as part of next year’s event and requested an itemized invoice for future LakeFest events for Board review.

City Attorney Padraic Corcoran presented a review of the City’s business license ordinance. The Board expressed support for updating the City Code to strengthen enforcement provisions and directed staff to develop educational materials for businesses. Staff will also continue researching options for online business license applications and renewals. The Board expressed a preference to move to a calendar-year cycle for business licenses, with additional discussion expected this fall.

  • Approved a Resolution adopting amendments the Schedule of Fees.
  • Approved a Resolution approving a special event permit for Eric Craig Real Estate Team for Festi-Ville in the downtown courtyard on Saturday, October 10, 2026.
  • Approved a  Resolution issuing a Temporary Liquor License to Good Bitter Best for Festi-Ville to be held on Saturday, October 10, 2026.
  • Approved a Resolution issuing a Temporary Liquor License to Streetcar Grill and Tavern for Festi-Ville to be held on Saturday, October 10, 2026.
  • Approved a Resolution issuing a Temporary Liquor License to Chops BBQ and Catering for Festi-Ville to be held on Saturday, October 10, 2026.
  • Approved on second reading an Ordinance approving a plat, changing the zoning from B-3 to I-1 and granting a Conditional Use Permit to AYPA Power for a Battery Energy Storage Facility at 14600 North 169 Highway.
  • Approved on second reading an Ordinance approving the Conceptual Plan for Clay Creek Meadows subdivision. 
  • Approved on second reading an Ordinance approving the Conceptual Plan for Clay Creek Meadows subdivision.
  • Approved on first reading an Ordinance annexing certain adjacent territory into the City of Smithville, MO. 
  • Approved a Resolution approving Supplemental Agreement No. 2 with George Butler Associates, Inc. (GBA) for additional design services to incorporate lighting improvements into the Riverwalk Trail project, in the amount of $10,306, increasing the total contract amount to $424,680. 
  • Approved a Resolution issuing a Temporary Liquor License to Smithville Main Street District for the Sip the Square: A Whiskey Social to be held Saturday, September 26, 2026. 
  • Approved a Resolution issuing a Temporary Liquor License to Snack Daddy’s for Festi-Ville to be held on Saturday, October 10, 2026. 
  • Approved a Resolution clarifying the application of Section 120.040(I) of the Municipal Code and rescinding, withdrawing, and otherwise declaring of no legal effect any ban or prohibition concerning attendance at meetings of the Board of Aldermen.

Maintenance Updates

  • Parks
    • Staff participated in the strategic planning meetings
    • Heritage Park’s new parking lot has been painted and completed
    • Checked all electrical at the campground in preparation for Labor Day
    • Contractors continue to work on concrete replacement and repair around Smith’s Fork, Heritage Park and City Hall.
    • Brush mowed ditches around Smith’s Fork and the campground in preparation for Labor Day
    • Staff completed quarterly safety courses
  • Streets
    • Used approx. 30 tons of asphalt to fix a 120’x8’ section of Marcus Rd. 
    • Helped Parks Department remove parking blocks at Heritage Park for asphalt overlay.  
    • Repaired water line at the south shop and stubbed in plumbing to add a sink later.  
    • Used boom mower to mow along the edges of riverbanks downtown.  
    • Mowed roadsides at Liberty St from E. Woods to Liberty Rd., Martin Rd., Amory Rd., N. Virgina Ave., Tillman Rd., Wise Rd. 
    • Picked up stop signs from Work Zone and all supplies needed to install signs from Menards. 
    • Made temporary repairs in front of curb at 14838 Ashmont Ln until we can get there to remove curb and make permanent repairs.  
    • Installed 8-4x4 post at 180th St and Old Jefferson and 180th St and Eagle Pkwy for stop sign install. 
    • Built retaining wall in front of AT&T box at 639 S. Commercial Ave.  
    • Attended Strategic Plan Staff Focus Group meetings at City Hall. 
  • Utilities
    • Total Drinking Water Production 7,577,000 gal.
    • Completed all testing required at the WTP.
    • Staff completed ground maintenance at WTP, Water Towers 
    • Conducted weekly chemical level checks at the WTP for ordering.
    • Backwashed filters 1,2,3,4 and 5 at the WTP.
    • Staff flushed fire hydrants in Diamond Crest.
    • Monthly paperwork completed for the WTP.
    • Staff repaired a 2” feedline in the basement at the WTP.
    • Completed 25 work orders
    • 59 locates completed
    • Completed all testing required at WWTP
    • Staff completed ground maintenance at WWTP/Pump Stations
    • Treated 5,209,000 gallons of wastewater
    • Completed weekly checks of all booster station and towers in the distribution system.
    • Collected and delivered 2 E-coli samples to the KCMO laboratory. 
    • Repaired water service leak at 506 Maple Avenue.
    • Repaired water service leak at 2013 Lake Drive.
    • Completed monthly meter reads and re-reads.
    • Hauled 39 loads of sludge from digestor #1.
    • Repaired the blower motor in the field gymme.
    • Repaired an air relief pit in Grayhawke.
    • Replaced the alternator on the VAC trailer. Menke Excavating let us borrow their VAC trailer to complete a service line repair while ours was down.
